There are various issues with California that people aren't aware of. Part of it may be its size.
They have lost approximately 6 million people over the last 10 years while other places that are seen as comparable have grown, at least slightly.
The UK has grown by 54%, Chicago by 30%, Texas by 51% and other places are growing at a planned rate or have reached capacity for their desired gene pool and are planning construction and modeling economic formulas.
New York and Texas both have a smaller populations and the geography is different being seen as easier to manage. Its coastline is a few hours away from other coastal nations. The flight from New York to London is 7 hours compared with 5.5 hours from California to Hawaii.
Texas has attracted many international companies and New York is the financially stable home of many new and existing tech companies. They've also done a lot to make their living conditions more realistic for a worker to entertain that is expected to be in the workplace for 30 to 40 years, even if they change jobs or take some time off in between job roles.
This leaves California in a perdicament with only a handful of tech companies and some being viewed as being in gross violation of human rights and consumer expectations. A recent proposal was to move the Android telemetry system to Nebraska where it will receive much stronger privacy protections and there are more high thoroughput tech workers. The counter argument was that Silicon Valley workers would be required to vacate for the transfer to work.
HP and eBay remain in the area and a coversation on a move would involve a discussion on logistics and long term plans for the organization.
Many of the remaining tech companies can be managed remotely. For the people that will be staying there long term they are aware of the gene pool issues and the policies that led to their condition over the years.
