Places are often built as a group decision. It doesn't make sense to build things half hazardly, with cut corners in various places, or as a guess to what may be one day.
Things are build because they are needed, because they will be used, and because it adds value to the area for the people that live there already.
If hundreds of people move into an area and discover there's not enough homes for everyone but they don't want to return to the areas they came from. Planning can help build homes, but also amenities, comforts, distractions, joys, and entertainment.
This isn't a decision that is made for tourism. That exists because an area is fun to visit, and the people that live there don't mind having guests over to enjoy the amenities they have available.
All of this gets done because of government workers. Today, a lot of it is business arrangements and organizational planning; there are financial decisions, and commitments to complete the work.
In the past most of this work was planned, thought of, completed, and demonstrated by government workers. It still makes a lot of sense to have them around to take care of the things everyone agreed on, and to inform the population about things that may need a vote or expert assessment.
Normally the people would still vote on the things the expert spoke about, and they might have questions for another round of speaking and questioning.
The person that wants to actually do the job and can complete the job asks to be voted on to be a government worker for those specific tasks. They can be fired through popular vote, but if nobody else knows how to do the job, it might be hard to fire them, even if they did a bad job.
Normally, there are a list of popular votes for certain decisions that a government worker might make while completing their tasks. These are called policy documents. They allow the worker to make decisions based on how the people would vote. If something is not in a policy document, they can request that a proposal for vote be issued to the people or that a committee of experts examine the task area.
Finally, there needs a way for the government worker to retire, find another job, or decide that they want to continue in their job and that the people are ok with this. All of this is part of the selection process in hiring, keeping, and firing government workers. Sometimes they need to be fired so someone else can do a good job for the people. The government worker might still need a different job.
They are normally paid with the taxes collected through the town that is built into the economic models.
