Non-Discrimination and Disability

Descrimination is an actual human expression and different than prejudice. Pre judgment based on how someone looks is not viewed as the same thing as excluding those that don't meet a requirement. This is viewed as a good thing, that is healthy, and helps with human development. It provides definition, specification, and context for participating in a certain activity. Without specification and defintion, goals can not be set. People would just do whatever because life has a non discriminatory context of non specificity. Accepting someone into a group simply because they don't meet the requirements is viewed as unacceptable. This causes economies to crash, and people to go into depression from lack of adequate gene expression.

Prejudice is still seen as bad. However, its normally not a context of consideration for admission into a group. This can be a work group, a school group, a social group, or religious group. The reason for denying admission is often lack of requirements. Take a traditionally black college for instance. An Asian, Middle Eastern, Indian, or White might not qualify because they're not familiar with jazz, hip hop, R&B, or soul music. They may not be familiar with perceptions on Harriet Tubman and the undeground railroad, or the context of MalcomX in black communities. They may not understand blackness in the Americas, Europe, and Africa. Finally, they may not have a reason to want to study at a traditionally black college and they may not be familiar with folkways. All of these things can be learned about outside of the college prior to applying, and that would make attending the college a little more interesting, and the application process based more on requirements.

Statistics play a role in consideration. The group has to be operational at all times, or most of the time. If someone has a disability, that may be ok if someone else in the group can help with their requirements in addition to theirs, but if everyone has a disability then the group might not be operational. Claiming discrimination because someone doesn't meet the requirements is viewed as immature, which is itself a disability but, the line of reasoning has to stop at a reasonable stopping point. Otherwise, people would be more of a philosopher.

What groups often do when examinining diversity is to review the list of people that did not meet requirements and offer a grant of additional training or mentorship prior to reapplication. However, this will likely not cover the needs of all reapplicants. Overall groups allow anyone to apply and deny them based on requirements.

Housing and Entitlement Programs

These programs are in decline and getting smaller. While its easier to apply and get accepted, less than 4% of the U.S. population requires welfare. The determination has been that the U.S. requires bigger economies, more savings, less work, and better transportation. The communication networks are viewed as being top class or fairly close to developed nation status. This will change if the U.S. doesn't keep up in the future.

With the latest numbers on the U.S. Population, approximately 12 to 15 million people in the U.S. requires welfare. Everyone else pays rent, food, and utilities on their own even if they don't have any savings. This means that the entire population of welfare recipients would fit in New York or Los Angeles, and everyone else would be self sufficient. As a policy examination, this may most efficient in the future. Those found below a certain level of abject poverty to be transferred to a major metro for economic rehabilitation.

These numbers have changed slightly with room for new immigrants who are placed on entitlement programs by default for 2-5 years and can not apply for citizenship for 8 years but can apply for permanent residency before that. Those who are paying their own way but ask for moderate help from family throughout the year have been requested to ask for a disability assessment or job rehabilitation.

People who have been living with roommates for more than 5 years out of necessity and not out of desire such as socialization, close or intimate relationship, or temporary accomodations such as prolonged job training, have also been asked to request similar assessments. In many cases, a nutritionist and nurse can be added to a roommate community without increasing the cost of housing too much.

While housing and entitlement programs are in decline, the quality of these programs are improving. Mobility in a disaster is a current assessment for those that are dependent on these programs and would not be able to leave their home due to emotional trauma.
