The internet functions differently for various people. In high technology societies, there may not actually be any smartphones, wearable technology, or tracking software. These devices are viewed as disability assistance programs for the developmentally disabled. Even if the home may be computerized, the computing system is built into the home as infrastructure and not as an add on module or spare parts lying around the home.
This is because in most systems, computers and computing devices are viewed as an electrical component. It is normally not a big secret, covered by non disclosure agreements, competitive edge lawsuits. They are concepts from 6th to 10th grade that exist in human environments.
The reason some components may not be as publicized as others, is because it reduces harm and risk to people wanting to interact with the electrical devices but aren't aware of how electricity affects human health. Either way, whether a person has a license, permission, open schematics, or something they found and are exploring, harming others with an electrical device is not a desireable behavior.
Many places with high saturation of electrical devices, including in the US, have a very low concept of money. The devices would normally cost a lot more than the money that is available in the economy, and they normally can't be purchased and discarded frequently if people are interested in maintaining human health.
High tech societies have a tendency to have a large portion of the population familiar with concepts like physics, biology, earth cycles, and astronomy. They are heavily focused on science, engineering, and day to day human life. This day to day stuff normally includes food storage, home comfort, and activities that help with boredom or that increase socialization.
Some societies that have a high saturation of technology include places with a large proportion of people that are considered disabled. However, the technology components require technology managers to ensure that the humans are safe with their electrical component assistance devices that may one day be advanced enough to be a robot.
Without the managers, the electrical components can pose a lot of risk and harm the humans that they are meant to keep safe.
High tech societies then, use electrical components to alert humans of earth conditions that are unsafe, uncomfortable, or not worth dealing with. They can control temperature, manage or store food supplies, and take biology readings for humans so they can determine if they are healthy or not. The computer can even be programmed to send alerts if a human, group of humans, or geography is exhibiting unhealthy behaviors or has been exposed to unhealthy environments.
Humans in these types of places can do most of the formulas, calculations, projections, and communications themselves without the need of a computer. The reports and data the computers present to them are for verification, investigation, examination, and confirmation. And, the humans provide data to the computer for examination as well, so they can confirm the reports and data the human is gathering or submit an objection to the data and its parameters.
If something were to happen to the computers in these areas, the humans can still survive on their own without assistance of any electronic components. However, the components make life for humans easier, and the humans take care of those components. If they are harmed in any way, because the components are a benefit to the humans. The humans are seen as responsible for helping the electrical components or placing them in a safe place for recovery.
This relationship and understanding with the components and their electrical facilities is what forms the basis of high tech societies and can lead to advancements in human computing over a significant period of time.
