This is the maximum wages under the new tax structure for constitutional taxation. Over this amount, a person has to go through various approvals for additional wages, income, expense accounts, or personal revenues.

It may not actually lead to any financial penalties but may result in jail time.
From here, obtaining additional income might result in an even more comfortable lifestyle. Such as being able to visit friends on 14+ hour flights quite often.
